Board agrees to pursue PBSA-funded turf infields at Frontier Park

The Park and Recreation Board voted Oct. 9 to proceed with staff outreach to negotiate an agreement with PBSA to convert select grass infields at Frontier Park to synthetic turf at no cost to the town.
Dan Baker said PBSA representatives approached the town offering to fund turf conversions on infields while leaving natural-grass outfields in place. Baker described the immediate maintenance benefits and fewer rainouts as reasons the association supports the work and said the upgrades would reduce irrigation and mowing burdens for town staff.
Baker told the board the association would cover construction costs and that any replacement costs in the future would be subject to separate negotiation and planning. "It's really no money out of our pocket," Baker said when describing the association’s initial proposal, while noting the town might face long-term replacement obligations down the road depending on the terms.
Board members asked about longevity and maintenance requirements for synthetic turf; staff said typical industry life spans vary (often seven to ten years depending on wear) and maintenance is lower than for seeded fields but not zero. Members praised PBSA’s past partnership work at northern field complexes and agreed to have staff pursue a formal agreement and return with details for council consideration.
A motion to pursue the agreement passed; staff will negotiate terms and bring a formal contract and funding/maintenance plan back to the board and council before any installation occurs.
