McCall council adopts FY26 golf course fee increase, Council cites sustainability of enterprise fund

The fee schedule sets a minimum 3% increase to regular green fees and larger increases for tournament entry fees, council heard. The changes are intended to help the golf course operate as a self-supporting enterprise fund and build reserves for facility maintenance and future capital work.
City staff presented the proposal at the public hearing. Phil Goodson, who presented the fee recommendation at the podium, described the increase as "conservative in nature" and said the tournament fees are set higher because demand and wait lists for tournaments are deep. Goodson said the 3% regular increase helps offset inflation and operating cost increases and moves the course toward being a sustainable enterprise fund.
The council received one written comment and no public testimony during the hearing. Staff also addressed a written concern about beverage service locations and junior tournaments; Goodson noted that the concessionaire operates independently and that junior events present different logistical and policy questions about alcohol service.
Council members deliberated briefly and moved to approve the resolution. The roll-call vote was recorded as unanimous: Council member Nielsen '0Yes; Council member Nelson '0Yes; Mayor Giles '0Yes; Council member Machesek '0Yes; Council member Thrower '0Yes. The motion carried and the mayor was authorized to sign the related documents.
What the action means: The fee increases are intended to cover rising costs, help establish a reserve for operations and future capital work at the course, and to set tournament pricing that reflects demand. Staff said local golfers are treated the same as out-of-area players for tournament entry because the registration process and lottery system treats all participants equally.
Council and staff said they will monitor the contractor and operations as the season progresses and will hold the contractor to performance standards in the city contract, including obligations to address any work that fails within the warranty period.
