Board approves removing restriction on JM‑manufactured PVC pipe from city water and sewer standards

Supervising Engineer Andrew Allen presented a proposed update to the 2018 Water and Sewer Standards and Specifications to remove a restriction on PVC pipe manufactured by JM Manufacturing / JM Eagle. The restriction had been added during prior litigation; Allen said the manufacturers settled the case and staff recommends removing the paragraphs that limited use of those manufacturers’ pipe in three standards documents.
Allen said Santa Rosa Water participated in the settlement and that the change is consistent with the settlement terms. He recommended the board approve updates to the Water Distribution System Design Standards, the Water Distribution Construction Standard Specifications, and the Sanitary Sewer Construction Standard Specifications to remove the restricted‑use language. Allen said the change would increase supplier options and could reduce costs.
Board members asked about historical problems and field performance; Allen said the city’s inspection and testing processes require watertight installation and that new infrastructure will follow city standards. Board Member Wright moved the resolution; Board Member DeWitt seconded. The roll call vote was recorded as 6 in favor, 0 opposed, with one member absent. The board approved the updates and the resolution will be forwarded for any required final processing.
