The Lake County Board of Supervisors voted unanimously to adopt a resolution amending the county—s Permanent Local Housing Allocation (PLHA) five-year plan and authorizing submission of the related application to the California Department of Housing and Community Development (HCD).
Deputy County Administrative Officer for Housing Lisa Judd told the board the county in December 2024 approved a memorandum of understanding among Lake County, the City of Lakeport and the City of Clearlake to form the Lake County Regional Housing Trust Fund as a mechanism to accumulate PLHA and other funds for housing projects and programs. "The Regional Housing Trust Fund provides a mechanism to accumulate PLHA and other funds to be used for projects and programs," Judd said.
The amendment before the board corrects a date typo in the draft resolution and reflects a five-year plan amendment to allow the PLHA funds to be used through the regional trust fund, pending HCD approval, Judd said. She told the board the corrected resolution document had been uploaded the day before the meeting.
Supervisor Basche asked whether projects that arise later could be added to the list of eligible uses. Basche asked, "If by chance we're, will we be open to projects that may pop up that could use the PLHA, and we can do an amendment to what is being offered here, or are we kinda set in stone with the approval we provide here today?" Judd responded that funds would be allocated through the Lake County Regional Housing Trust Fund but must comply with PLHA requirements.
The board opened the item for public comment; no members of the public spoke. County staff member Lloyd offered the resolution as amended and moved adoption. On a roll call the five supervisors present—Supervisor Owen, Supervisor Sabatier, Supervisor Rasmussen, Supervisor Pyska and Supervisor Crandall—voted "aye." The motion carried and the resolution was adopted.
The board action directs staff to proceed with the submittal and amendment process with HCD; final use of any PLHA funds will be subject to HCD approval and to the requirements of the PLHA program and the Lake County Regional Housing Trust Fund.
