A group of consent-agenda items proposing electronic bail-bond (e-bond) processes was pulled and held for further review after a commissioner said staff memos attached to the items raised “a lot of concerns” about county liability.
A commissioner moved to pull items listed as 1F1, 1F2 and 1F3 and said the packet included staff memos pointing to legal and operational risks that were not addressed in the packet materials. “Conceptually, I agree with the concept,” the commissioner said. “But there was nothing in the packet that addressed any of the concerns raised by staff... I can’t support this. I think additional due diligence needs to be done to address the questions raised as to county liability and exposure.”
The commissioner said they had spoken that morning with the auditor, purchasing and IT, and each thought the project was dead; the commissioner said the court needs a fuller presentation addressing staff concerns before taking action. Another commissioner said the items could be brought back when the work is complete.
The court’s final action on the agenda was to hold those two or three items (the commissioner referenced multiple items together) pending more information. The record does not show a formal vote on adoption of the e-bond contracts or systems during this meeting.
