Board approves facility-use requests; permits two volunteer nonfaculty softball coaches with conditions

At the Feb. 3 meeting, the board approved facility-use requests from the West Federal Church of Christ to use a school auditorium and from Lincoln County High School for baseball at the district baseball complex. Those two items were voted on together and approved by voice vote.
Separately, the board considered two facility-use requests tied to travel teams and private coaches: Roger Edwards (Mojo Fastpitch) and Brad Mitchell. The board voted to recommend both for nonfaculty volunteer coaching approval, contingent on completed background checks and fingerprints and with the expectation that the applicants would pay the costs of those checks. The motion—moved and seconded during the meeting—passed with six votes in favor and one abstention (a board member said they would abstain because their daughter is on the team).
School staff explained the board’s policy on community use of facilities (Policy 3.206) to frame the decision. Staff emphasized three points from the policy: school facilities cannot be used for private profit; an assigned school employee must be present during community use unless a nonfaculty coaching arrangement is approved; and groups must carry proper liability insurance. Staff said both applicants carry appropriate liability insurance and that, under Policy 3.206, private coaches may not charge fees to use school facilities for instruction. If an individual wants to be compensated for coaching, staff advised coordinating payments through the booster club or paying the facility-use rate the board has adopted (staff cited a sample rate of $15 per hour for the multipurpose room plus $25 per hour for an on-site staff attendant).
Staff also reported that coaches and the athletic director supported limiting some indoor hitting-facility use to middle-school and Lincoln County High School players, while travel teams would use the outdoor practice field. Board members asked that scheduling be coordinated through the coaches to avoid conflicts and preserve school-team priority.
The board directed staff to verify background checks and insurance before any nonfaculty coach begins work, and to require applicants to follow the community-use policy.
