Staff reports: animal services hire, park equipment, Spectrum yard work and playground updates

Animal services: Staff said the city made a conditional offer to an animal services manager (Tommy) with 30-plus years’ experience and a scheduled start date of Dec. 16. The department remains short-staffed but is receiving applications for vacant positions.
Parks and recreation: Staff reported playground equipment orders and ongoing decisions about reusing older equipment; the sound stage assembly is complete except for one lighting controller part still outstanding. Staff said they expect parts and installation updates in late December or early January and noted ongoing work to allocate older equipment to other parks.
Public-utility contractor work (Spectrum): Council members and staff received multiple resident complaints about yards disturbed by Spectrum’s underground-installation work. Staff said they contacted the contractor’s installer group and obtained foreman names and phone numbers; the contractor committed to repair disturbed yards and provide schedule notices. City staff noted state law limits municipal permitting control over telecommunications carriers’ right-of-way work.
Staff also reported other routine updates including police and fire staffing and events schedule items. Council scheduled a special meeting for Dec. 9 at 6:30 p.m.
