Council amends vacation leave policy after staff budget limits; buyback benefit removed temporarily

The Joshua City Council approved an amendment to Policy 5.2 (vacation leave) after staff said expanded vacation buyback provisions had proven expensive and could not be funded in the current year.
Staff explained the city allowed employees to cash out up to 80 hours under the recent policy change and that the expense had become unaffordable; the policy had previously capped cash-out at 40 hours. Council members noted the benefit had positive effects for employees but that funding limits required tightening the policy for the current budget cycle.
A motion to amend the vacation-leave policy was made by councilmember Johnny, seconded by Shelley, and approved by voice vote. Staff said they intend to review the policy again in future budgets and consider returning to the prior 40-hour cap when funds permit.
