The motion, moved by Mr. Bailey and seconded by Miss Miller, prompted extended discussion about measurable outcomes and the board’s role. Mr. Bailey said the goals were the superintendent’s own and criticized several as insufficiently measurable: “these goals are mister Whitt's goals. They're not the school board's goals per se... there's nothing measurable about that.”
Witt and other board members responded that the district had presented a plan at a workshop and that the superintendent’s goal builds on last year’s MTSS work. Witt described the goal as “for the ongoing implementation of that plan and making sure that I'm supporting the work that's going on at the building levels to make sure that we're putting that in place.” Board members asked that future presentations explicitly label how agenda items and reports tie to the superintendent’s goals so they appear in artifacts for evaluation.
Board members also discussed sequencing: developing a portrait of a graduate this school year as the foundation for a broader strategic planning process next year. Witt recommended completing stakeholder work and the portrait by the end of June 2025 to allow strategic planning in the following school year.
The board conducted a roll call vote. Mr. Bailey voted no; Mrs. Martin, Miss Miller, Mr. Osowski and the chair voted yes. The motion carried 4–1.
