Pleasant Grove City Council approves budget amendment for land purchase, development agreement amendment, water grant and several permits

The Pleasant Grove City Council on Dec. 3 approved a package of actions including a budget amendment to fund the city’s share of a three-way purchase of land near Battle Creek, amendments to a mixed-use development agreement, a special-use permit with the U.S. Forest Service and acceptance of a $1,000,000 state grant for water-channel work.
Most consequential financially, the council adopted Resolution 2024-048 to transfer $135,000 from the general fund to the capital improvement fund to purchase a portion of the Nimer property near Battle Creek. Director Roy said the city had budgeted $75,000 in 2024 but an appraisal came back at $210,000; the city will work with the U.S. Forest Service and The Trust for Public Land (TPL) on the transaction. TPL expects to close in January, and the council adopted the budget amendment by roll-call vote (Council Members Rogers, Jensen, Lamone and Williams voted yes; Council Member Anders was absent).
Other adopted items:
- Resolution 2024-049: authorized an amendment to a development agreement with LC Reserve 1, LLC (Valley Grove Exchange 1, LLC; Valley Grove 2, LLC; Valley Grove 4, LLC) for a roughly 51.8-acre mixed-use commercial and residential project near I-15 and North County Boulevard. The council adopted the resolution (motion by Council Member Jensen, second by Council Member Williams; roll call recorded unanimous yes votes among those present).
- Order 2024-029: set the time and place for regular Pleasant Grove City Council meetings, boards and commissions for 2025; adopted unanimously by the members present.
- Resolution 2024-050: authorized the mayor to sign a special-use permit with the U.S. Forest Service for maintenance of the “G” on Little Mountain; adopted unanimously by members present.
- Resolution 2024-051: authorized a grant agreement with the Utah Division of Water Resources for a $1,000,000 grant to enlarge the main water channel to improve groundwater and surface-water flows to Utah Lake; adopted unanimously by members present.
- Contract award: the council awarded Rivendell Tree Experts the 2025 pavement preservation tree-trimming project in the amount of $36,985 and authorized the mayor to sign the notice of award.
