Moscow City Council approves consent agenda and reappoints members to multiple commissions

Moscow — The Moscow City Council on the evening’s consent-motion approved the consent agenda and later approved a slate of reappointments to multiple city advisory boards and commissions, with a 5–1 vote on the reappointments.

The consent agenda — described by staff as routine items previously vetted by committees — was approved at the start of the meeting without discussion. Council members voting “aye” on the consent agenda included Bryce, Julia, Gina, Sandra, Drew and Hailey.

Councilors then considered mayoral reappointments across many advisory groups. The council voted to reappoint nominees to boards including the Board of Adjustment; the Fair and Affordable Housing Commission; the Farmers Market Commission; the Historic Preservation Commission; the Human Rights Commission; the Moscow Arts Commission; the Moscow Pathways Commission; the Moscow Urban Renewal Agency (MURA); the Parks and Recreation Commission; the Planning and Zoning Commission; the Sustainable Environment Commission; the Transportation Commission; and the Tree Commission. The motion to approve the slate passed 5–1 (Julia Aye; Bryce Aye; Sandra Aye; Drew Aye; Hailey No; Gina Aye).

Among the appointments announced earlier in the meeting were Marshall Comstock and Tim Kinkade (Board of Adjustment, terms to 12/31/2029), Aya Sommer and Jennifer Wallace (Affordable Housing Commission), Phil Blankenship and Sam Martinette (Farmers Market Commission), Steve Taylor, Shelley Harmon, Jack Porter and Laura Beth Kowalik (Historic Preservation Commission), Rula Awad Rafferty, Erin Agidias and Elizabeth Stevens (Human Rights Commission), Sonya Fjord and Cindy Barnhart (Moscow Arts Commission, terms to 12/31/2028), Robert Hackendorf and Aaron Bacon (Moscow Pathways Commission), Sandra Kelly, Lisonbee Tompkins and Tom Lamar (Moscow Urban Renewal Agency, terms to 12/31/2029), Rich Gaylor and Ted Kisha (Parks and Recreation Commission), Rich Beebe (Planning and Zoning Commission, term to 12/31/2029), Sophie Gilbert, Garrett LaCivita and Victoria Siebert (Sustainable Environment Commission), Mike McGahn (Transportation Commission, to 12/31/2029), and Jean Laughingwell and Ella Seifert (Tree Commission, to 12/31/2027).

At least one councilor raised procedural questions about historical council representation on the Moscow Urban Renewal Agency and whether council seats on MURA had been filled by two council members historically. Councilors clarified that past practice has often been to have two council appointees on MURA and that those appointees typically serve until they leave office or elect to step down. The council discussion noted that some council seats are appointments rather than liaison positions and that terms sometimes extend well beyond the current council’s tenure.

Council members thanked the city’s volunteers and commissioners for their service.
