Council approves special-use permit for tattoo studio at North Spence Avenue office park

Planning director Homer briefed the council that the property is zoned General Business and the comprehensive-plan land-use designation is commercial. Planning staff recommended approval, noting the use is permitted in the zoning district with a special-use permit, parking is adequate under the Unified Development Ordinance (UDO) (1 space per employee plus three customer spaces required for this business), and the site is surrounded by a mix of professional and personal-service businesses.
Applicant Nicholas Meza told the council he intends to provide a high-end tattoo experience and emphasized standards for cleanliness and health-code compliance; the council asked a handful of clarifying questions about the proposed business model and hours. Planning staff reported the proposed hours are Monday-Saturday, 10 a.m.-6 p.m., and that three employees were anticipated.
Council proceeded through the required four findings for special-use permits and approved each finding by voice vote, then adopted the overall approval. The permit was approved without recorded roll-call objections.
