County accepts multiple road and bridge final vouchers and certificates of performance

Polk County commissioners voted Dec. 3 to accept final certificates of performance and final vouchers for multiple road and bridge construction contracts and to approve related change orders.
Items approved included the final acceptance and certificate of performance for SAP 060-609-022 (Cassaw 9 bridge replacement) and SAP 060-621-015 (box culvert on County Road 21), both completed by Nipper Materials of Bemidji. The board approved payment and authorized the county administrator and the county engineer to sign the final vouchers. Commissioners also accepted several other contracts including overlays and aggregate surfacing on County Road 14 and County Road 45 (SAP 060-614-023 and SAP 060-645-025) and a crack-fill contract (CP 124-series) performed by Asphalt Surface Technologies Corp.
Change orders related to a landfill construction project (materials and installation) also were approved later in the meeting; those change orders were described as relatively small amounts to bring payments current pending final seeding next spring.

Commissioners generally used voice votes for contract acceptances; where asked, staff explained minor overruns were due to extra granular material, slight grade changes to reduce flooding impacts on adjacent farms, density incentives and extra mix placed during paving, or previously identified contractor nonperformance that required replacements.
Ending: County staff were authorized to sign performance certificates and final vouchers where required and to proceed with scheduled final payments and closeouts; seeding and final landscaping remain for next spring before full project closeout.
