Sweetwater council approves three ordinances, awards road-repaving contract and several resolutions

The Sweetwater City Council voted to adopt three ordinances on second and final reading, authorized a contract award for a state-surface-transportation-funded repaving project, and approved resolutions on a tax-sale bidding procedure, a bridge-naming request and holding an election in June 2025.
The council unanimously approved Ordinance No. 1044 to abolish R-4 zoning, Ordinance No. 1045 (an amendment to Title 11, municipal offensive chapter 3) as amended, and Ordinance No. 1046 to close East Mill Street. Each ordinance passed on roll-call votes recorded during the meeting.
Council members also approved the apparent low bid from APAC Harrison for the Hawkins and Linwood repaving project and authorized staff to execute the contracts once Tennessee Department of Transportation (TDOT) completes its concurrence and contract paperwork. The council voted to allow the contract to be executed without a separate called meeting once TDOT returns the approved contracts.
In other formal actions, the council passed a resolution authorizing the county clerk and master to open tax-sale bidding at the amount of ad valorem taxes only for two parcels the city previously demolished and cleaned up; the resolution is intended to preserve the city's place in line for special-assessment recovery if competitive bidding occurs at the sale. The council also approved a resolution forwarding a bridge-naming request honoring Charles L. Pruitt to the state and passed a resolution to schedule a municipal election in June 2025.
A routine motion accepting the city's distributions/payments for November 2024 was approved. The distributions the council reviewed included payroll, insurance (Blue Cross, Cigna), retirement (TCRS), vendor payments for supplies and services, a Main Street luncheon, police equipment, community-center architect fees and a marketplace property lease, among other items. Staff noted that a COVID fund balance consists of interest only and that the principal had been spent by the December 31 deadline.
The council postponed two agenda items—an appointment to the tree board and a contract with Hyper-Reach—until those items are ready for action.
No members of the public registered for the public-comment portion addressing the three ordinances; the public hearing was opened earlier in the meeting and closed without speakers.
