Council approves purchase/expropriation language for Hornville drainage parcel after amendments

The St. Charles Parish Council on Jan. 6 approved an ordinance to acquire a 20.776-acre parcel adjacent to the Department of Public Works site and the Hornville Sewer Treatment Plant to provide drainage and storage relief in the Haughn and King Street areas.
Parish staff said they have reached a verbal agreement with the property owner but included expropriation language to allow acquisition if family consents are not delivered. Councilmembers proposed and passed amendments to correct the ordinance language: adding the word "from" after "expropriate" in the introductory paragraph and adding the word "acres" to the operative language where the acreage is listed. The amendment passed unanimously.
Following the amendment, the council opened the public hearing on file number 2024-0424 and recorded additional council discussion about the parcel's long history in parish planning. Parish President Jewell said the parcel's acquisition pre-dates multiple administrations and that a 100-foot servitude donation from a company is pending paperwork. The ordinance as amended passed unanimously.
Parish staff said taking the property will allow the parish to proceed toward bidding a drainage project that officials said will provide relief in the targeted neighborhoods. The council recorded no public opposition during the hearing.
