Council adopts updated Community Development and Housing Needs Assessment

Following a presentation by ECIA, the Clinton City Council adopted its updated Community Development and Housing Needs Assessment, prioritizing child care, homeownership, employment opportunities and infrastructure needs.
The Clinton City Council voted Jan. 14 to adopt the City of Clinton’s updated Community Development and Housing Needs Assessment, following a detailed presentation by Dan Mobianco of ECIA.
Mobianco described the process used to identify and prioritize needs for low- and moderate-income residents, listing priorities that include expanding child-care opportunities; promoting homeownership; creating or adding employment opportunities; pursuing funding to make housing affordable; continuing roof-rehab programs; demolition of derelict properties; and developing elderly housing. The needs assessment also prioritized infrastructure and downtown revitalization projects, including sewer and water extensions, stormwater separation projects to comply with an IDNR consent order, and facade work for downtown businesses.
Council member Obregon introduced a resolution to adopt the assessment; roll call votes were all in favor. Mobianco reminded the council that HUD and CDBG-funded activities require the city to review and update the assessment at least annually if the city wishes to make related grant applications; he said the update was required before submission of a CDBG application by the end of January.
Council members praised the breadth of the list and ECIA’s partnership in drafting priorities. The record shows the council adopted the needs assessment and will use it to guide grant applications and local development efforts.
