Board approves 2025 CDBG, HOME and PLHA funding recommendations after priority-setting process

Following recommendations from the county’s Priority Setting Committee, the board approved federal CDBG and HOME awards and county PLHA allocations for housing, capital improvements and public services across Marin County.
The Marin County Board of Supervisors approved staff recommendations on Tuesday for the county’s 2025 Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME) and Permanent Local Housing Allocation (PLHA) funding, following a year-long application and public-review process managed by the county’s Priority Setting Committee.
County staff and the Priority Setting Committee reviewed 33 applications that requested roughly $6.9 million in total; available funds were substantially lower. The committee recommended a mix of housing production, rehabilitation and capital-improvement projects and selected applicants for a limited pool of public-service grants.
Major recommended awards included: Habitat for Humanity project(s) in Novato (homeownership and rehabilitation-related loans); Eden Housing’s Oak Hill rental project in Novato (affordable rental housing); Canal Alliance unit renovations in San Rafael; EAH housing renovations; two-valley community land trust capital work in Forest Knolls; North Marin Community Services facility work; Homeward Bound shelter repairs in Novato; and a set of nonprofit public-service grants (including fair-housing counseling, tenant legal assistance, access-modification services and child-care scholarships).
County staff said HUD allocations to Marin for 2025 declined modestly from the prior year, and emphasized that federal and state budget uncertainty could affect future CDBG and HOME funding. The Board adopted two resolutions that approve the consolidated (five-year) plan, the specific project awards and related submittals to HUD and state fund programs. The board also accepted the Priority Setting Committee’s recommendations and authorized staff to execute grant agreements and necessary documents.
Supervisor Colbert thanked the Priority Setting Committee and staff for an extensive review process and noted the challenge of allocating limited resources across county needs. County staff said the consolidated plan and funding approvals are subject to federal program rules and that awardees will return periodically with project updates and grant compliance documentation.
