The York City Public Works Committee on May 28, 2025 voted to place a resolution on the June 3 legislative agenda to accept a $500,000 Transportation Improvement Program (TIP) award to bring a bike-share program back to the city.
Public works staff described the award as “really just a pass through grant from the county,” saying the county planning office approached the city and will be involved in implementing the program. “They're sending it through us. We're gonna put the bike share in, like we had previously,” the staff member said, referencing an earlier program removed about five years ago. The staff said the new program will expand locations beyond the previous footprint but that exact station sites are still being finalized.
Council members asked who prepared and submitted the grant; staff said the county planning group (identified in discussion as Mike Pritchard’s group) wrote and submitted the application. A council member asked whether municipal bicycle ordinances would need revision; the council noted an existing ordinance (code section 533) regulating bicycles is out of date and may need updating or deferral to state law.
On timing, public works staff said the county previously discussed an August start with construction lasting a couple of weeks, but staff said the city and county would meet to confirm schedules. A motion to place the TIP-award-acceptance resolution on the June 3 legislative agenda was made, seconded and approved by voice vote.
