Councilors pressed on several budget lines. Councilor Joseph Lopes asked about a $10,000 increase in the department’s miscellaneous line; Finance staff confirmed the increase was tied to a public‑safety enhancement to support the cold‑weather shelter when it opens and to cover additional nights of shelter operation. The council also questioned a large change in the department’s “other pay” line, which reflects longevity and sick‑incentive payouts. Department staff said the higher projection reflects budgeting as if all eligible employees would earn sick‑incentive payouts.
Community Services told the committee it rents a warehouse space on David Street for storing Fresh Start furniture donations, with climate control, insurance and dock access. The department said it honored 643 furniture requests in recent years out of about 700 requests and uses the leased floor to handle deliveries and storage. Councilor Sean Oliver asked for a copy of the current three‑year lease, and the department said it would provide it to the council.
