Staff also reviewed updates to the town’s development activity map and described several projects likely to come before the commission later this year.
Officer selection and routine votes: Chairman Doss opened the meeting and called the roll before taking nominations for vice chair. A nomination for John Lawhon was made and seconded; commissioners approved the selection. The DRC also approved the Dec. 12 minutes (Alderman Robins abstained) and approved the meeting agenda as advertised. Staff confirmed the commission traditionally delegates the secretary role to town planning staff.
Development activity map and announcements: Planning staff reviewed an updated development activity map available on the town website (residents tab → map gallery). Staff described the color coding for cases—green for approved, orange for pending, blue for under construction and red for newly submitted cases—and showed that clicking a pin reveals application details and linked plans.
New and upcoming cases staff highlighted included: - Elizabeth Looney Photography: conversion of a former catering space near the historic district into a photography studio and event venue; staff said the Historic Commission worked with the applicant on changes. - Hidden Creek (phase 1) final plat/possible shed request: staff said Laurel’s HOA is considering adding a shed; a plastic shed would not meet town standards unless redesigned. - Water Tower District Phase 2 (Schilling Farms): staff said the second phase of the apartment complex is under construction and likely to come to the DRC for preliminary site plan approval late spring or early summer; the units were expected and noted as part of prior approvals that predate the town’s no-net-gain policy for apartments. - Cedar Grove: staff said a March 13 filing is expected for an age-restricted single-family detached senior housing project near the FedEx Winchester Road facility. - McDonald’s, Price Farms/Winchester Road intersection: staff said comments were returned asking the applicant to redesign the site to de-emphasize parking and emphasize building frontage; revised plans were not yet submitted.
Staff said the map will receive further upgrades later in spring or early summer. Chairman Doss closed the meeting after routine announcements.
