The City of Parkland City Commission on Feb. 5 adopted its 2025 legislative agenda and directed staff to distribute it to the Broward County legislative delegation.
Robbie Holroyd, a representative who briefed the commission on Tallahassee committee activity and the proposed agenda items, said the packet combines Parkland-specific priorities and the Florida League of Cities platform ahead of the March legislative session in Tallahassee. Commissioners discussed whether the city’s agenda should keep broad guiding principles or identify specific bills for the session.
Commissioner Breyer moved to adopt the agenda with the addition of a caveat addressing insurance-market stabilization — language the commission asked staff to include to signal the city’s interest in measures that protect access to and affordability of homeowner insurance. Vice Mayor Israel seconded the motion. The roll-call vote was unanimous.
During discussion, Holroyd said the city could add more-specific language about insurance but that bill-drafting is late in the cycle: "bill drafting is so far behind right now ... we're trailing and lagging so far behind," he said, noting a smaller-than-usual number of filed bills at the time of the meeting. He recommended the commission adopt guiding principles to allow staff and Florida League of Cities representatives flexibility to track and advocate on specific bills as they emerge.
The resolution (2025-005) passed unanimously. Commissioners asked staff to monitor insurance legislation and to coordinate with the Florida League of Cities and the county delegation to press the city’s priorities.
