PCSD report-card overview: ELA gains but mathematics remains a challenge; AECs affect aggregate measures

PCSD staff presented the district’s 2023–24 report-card results at the Jan. 9 meeting, highlighting stronger English language arts performance and continued challenges in mathematics.
Staff said the district outperformed the state in SC Ready English language arts assessments, with 56.3% of students scoring proficient or higher compared with 54.1% statewide. In mathematics, PCSD reported 38.1% proficiency compared with 42.8% statewide. For high school end-of-course assessments, staff said 71.8% of students scored a C or better on the required exams compared with 66.4% statewide. The district’s graduation rate was presented at 86.6% compared with the state rate of 85.3%.
Presenters cautioned that alternative education campuses (AECs) — which serve dropout recovery and prevention populations — affect district aggregates; removing AECs from nongraduation measurements would raise district results for other measurements, staff said. The district noted a growing number of schools receiving “average” overall ratings (21 this year versus 12 last year) and listed charter schools that received “excellent” ratings, including Bridges High, Fox Creek, Greenville Tech and others.
Staff described next steps: begin subgroup data analysis in January and continue charter accountability monitoring through the AFO index. The presentation emphasized that mathematics is a broader challenge across the state and nation and that PCSD will focus support and resources on targeted math interventions and data literacy for staff.
Board members asked about measuring career and technical proficiencies and how the district will track science, technology and engineering outcomes; staff said college and career readiness measures and work-based learning points are available on the report card and that schools can break results down by clusters of standards.
The presentation closed with staff noting plans to support schools with targeted math assistance and continued subgroup analysis.
