Hillary Bogle, the shop owner, told the council she was grateful and recalled generations of customers: "I really appreciate it. I had a wonderful run," she said, adding that Scruffy's support for local animal-welfare groups will continue through associated fundraising efforts.
The resolution text placed Scruffy's contributions to the Middleburg Humane Foundation at the center of the commendation and extended the council's best wishes as the business ownership and location transition.
The council did not attach any financial or regulatory action to the resolution; it was a formal expression of gratitude recorded in the meeting minutes.
