Board approves updated Facilities Master Plan and addenda to pursue Proposition 2 funds

The Del Mar Union School District Board unanimously approved an updated Facilities Master Plan and the addenda required to seek state funding under Proposition 2 at the July 22, 2025 meeting.
District staff and consultants presented the update as a revision and extension of the 2018 master plan. Chris Delahanty (district administrator) told trustees the draft compiles completed projects, updated cost estimates with construction midpoints, revised capacity calculations after removal of portables, and required addenda for state grant eligibility. "This update, once approved by the board, not only updates our Facilities Master Plan and our planning within the district, but also allows us to apply for state funding associated with Proposition 2," he said.
Staff highlighted several specifics: the district’s prioritization of neighborhood schools, updated site-by-site capacity and enrollment comparisons, pre‑construction cost escalations that have increased projected expenses, and the inclusion of potential funding sources (CFD revenues, district bond funds, anticipated state reimbursements). The presentation noted the draft plan shows an estimated $23 million shortfall during the program cash flow — the point where available funds would be depleted during the Sycamore Ridge modernization under current assumptions — and staff said the plan will be treated as a living document as design and funding evolve.
Trustees and staff discussed community outreach timelines and next steps: the draft will be posted under the facilities planning page on the district website for public review; architects will develop pre‑schematic work on remaining sites and addenda; and staff will return with refined cost estimates and grant application steps. Staff said certain projects (Del Mar Hills, Del Mar Heights, Pacific Sky) have updated pages because work is complete or advanced; other sites retain the 2018-described scope until designs are finalized.
