- Ordinance approving the second amendment to the 2025 budget (supplemental appropriations): passed unanimously. Larger items in the amendment include rolling remaining 2024 bridge and pavement maintenance funds into 2025, additional appropriation for Crowfoot Valley widening (about $1.1 million to align budget with contract), movement of funds to cover sport development center bond accounting, and an appropriation of $6 million into the fire capital fund toward Station 156 financing.

Context: Councilmembers and staff emphasized these votes are largely routine or consequential to previously discussed items. The rezoning of 810 North Wilcox Street aligns that parcel’s zoning with surrounding downtown properties and allows the Downtown Overlay District’s architectural standards to be applied to future façade and site improvements. Staff said the budget amendment includes large accounting entries related to debt issuance for the sport development center and routine rollovers of prior-year capital funds.
