Clinton County commissioners approve grants, contracts and personnel actions

At their May 22 meeting the Clinton County Board of Commissioners approved multimodal and trail grants, county contracts and several personnel actions, and authorized payment of county bills and payroll.
The Clinton County Board of Commissioners on May 22 approved two grant applications to the Commonwealth Financing Authority, a county equipment lease, a maintenance contract renewal, multiple promotions and hires, and the biweekly county bills and payroll.
The board voted to request a $91,000 Multimodal Transportation Fund grant from the Commonwealth Financing Authority for a State Route 150 safety improvement project and to seek a $325,418.50 Greenways, Trails and Recreation Program grant for Baldrigo Valley Trail Phase 3. Both resolutions named Chairman James A. Russo, Vice Chairman Jeffrey A. Snyder and Commissioner Angela Harding as the county officials authorized to execute grant documents.
The commissioners also approved a lease and service agreement between the county and Corrections Development, Inc., for electronic monitoring equipment for the Clinton County probation department, effective May 22, 2025, and a one-year renewal of the Silver Plan proactive maintenance and 24/7 emergency service from United Power and Battery for server-room UPS units at county facilities, effective Aug. 1, 2025, at a total cost of $5,420.
Personnel actions approved included the promotion of Alexa Bixle to district manager for the Conservation District, effective May 25, 2025, with an annual salary of $55,098.84 under the county's five-percent promotion policy; the title change of a Conservation District deputy manager to field program administrator (approved by the salary board); the promotion of Charlie Bloom to field program administrator, effective May 25, 2025, at an annual salary of $48,559.54; the hiring of James Woosley as a part-time custodial worker, retroactive to March 31, 2025, at $15.50 per hour not to exceed 1,000 hours annually; and the appointment of Keith Yurek as administrator for the agricultural preservation program, effective May 19, 2025.
The board accepted several resignations: Emily Maraccio and Kellen Crate from the Conservation District (both effective May 16, 2025), Alyssa Bresler from Children and Youth Services (effective May 23, 2025) and Connor Schreckengost, a dispatch trainee in Emergency Services (effective May 19, 2025).
The commissioners also approved county bills in the amount of $1,674,229.60 for the two-week period ending May 22, 2025, and net payroll of $344,376.21 for the two-week period ending May 23, 2025.
Most motions were moved, seconded and approved with the board answering "Aye" when asked. A salary-board roll call on the Conservation District title change recorded affirmative votes from Commissioner Angela Harding, Vice Chairman Jeffrey A. Snyder and Commissioner Roussell.
The actions do not include additional conditions or amendments on file with the meeting minutes; the approvals were motions read into the record and affirmed during the public meeting.
