Under the contract, Mohan's base salary was reported during the public meeting as $305,000 annually. The contract includes annual 5% salary increases on each contract anniversary contingent upon a satisfactory performance evaluation, a $500-per-month auto allowance, standard executive benefits (medical, dental, CalPERS retirement per CalPERS rules, life insurance, disability, tuition reimbursement, deferred compensation contribution), bilingual pay eligibility and a wellness incentive. The contract provides for six months' severance if the city terminates the manager without cause; no severance if terminated for cause.
Council approved the contract by unanimous roll-call vote after the closed-session negotiation summary was presented by the city attorney. The agreement becomes effective December 28, 2024, and contains standard provisions for executive-level employment.
