Council moves Nicole Taylor onto Planning Commission, names Gabriela Mendez alternate after public push

The Moreno Valley City Council approved changes to advisory commission memberships, promoting Nicole Taylor from planning-commission alternate to a full planning-commission member and appointing Gabriela Mendez as an alternate.

The item prompted extensive public comment. Multiple residents, commissioners and community groups urged the council to elevate Taylor, who has served as an alternate and frequently attends planning-commission meetings. Other speakers supported Gabriela Mendez, citing her service on the Environmental and Historical Preservation Board and community organizing experience. Council discussed district representation on the Planning Commission and the practice of moving alternates into vacant seats.

After deliberation the council amended the slate proposed by staff: they moved Taylor to the fill the open Planning Commission seat and placed Mendez as an alternate so the commission maintained broader geographic balance. The vote to approve the revised slate was unanimous. City staff noted that other commission appointments and timing for remaining vacancies will be handled in accord with municipal practice and term expirations.
