Phil said the department issued three communications to staff: (1) direction about the executive order halting federal funding, (2) a temporary pause on nonessential purchases for roughly 30 days to preserve resources while the situation is assessed, and (3) guidance for staff about handling interactions with federal immigration agents.
Phil told the board staff have already noticed some clients and community members becoming hesitant to engage with department services because of concern about government affiliation (".gov" email addresses). He said some staff reported clients becoming nonresponsive to services they previously accepted and that the department is preparing for possible funding impacts through July 1 and beyond.
Phil said the department has a restricted-use contingency account and that leadership has been conservative about purchases to preserve operational capacity. He described staff as resilient and focused on protecting clients; board members asked for regular updates and expressed support for transparent communication with county council leadership.
Board members asked whether the department is tracking decreased walk-ins or service uptake; Phil said the department will develop metrics but is still stabilizing operations following the directives and will report back when more data are available.
