Council members asked for specifics about the event's finances and partners before voting. Presenters said the fundraiser is a collaborative effort with Roseville Theatre Arts Academy (RTAA), that ticket sales will benefit RTAA and sponsorship revenue will benefit Westbrook Elementary, and that the organizers have raised about $1,000 in sponsorships so far toward a stated $20,000 goal. Organizers said the headliner is Mike Winfield, with Paul Conyers as a 20-minute opener, and that RONCA (Roseville Neighborhood Association) will assist with promotion.
Council members and staff also reviewed the discretionary fund balance and near-term obligations. The city clerk reported a current balance of $10,321 in the discretionary fund; council members noted anticipated deductions (about $2,500 total) for upcoming sober grad-night requests that historically allocate about $500 per high school. Council members pointed out that a new fiscal-year allocation of roughly $15,000 will arrive on July 1, but stressed that the current balance must cover requests received before then.
Council member Hal DeShelter moved to approve $500; Vice Mayor Albert seconded. The city clerk read the motion: "the city council will consider approving a request for $500 from council discretionary funds for the Westbrook Elementary parent teacher club for their first parents comedy night out fundraiser." A roll-call vote recorded all members present voting yes; the motion passed unanimously.
Organizers said they will provide a post-event impact report to the council summarizing receipts and outreach. The PTA said the event date is April 11 and that contributions will be used for signage, talent and ongoing STEM-enrichment efforts.
