Council approves emergency spending resolution after debate over overtime limits and budget clarity

The council voted to adopt Resolution No. 25‑3105 concerning emergency spending authority and related curbs on nonessential overtime after extended debate. At the meeting, Council members and public speakers raised concerns about the city’s cash position, high overtime totals, and missing monthly financial reporting. Several speakers urged immediate controls on nonessential overtime; others warned that curtailing overtime without reviewing collective bargaining agreements could expose the city to grievances.

Councilmember Hightower moved approval of the resolution as printed; an amendment to strike language after the 2023‑24 budget and replace it with a requirement to immediately curtail nonessential overtime was proposed in public comment but was not adopted. City Attorney and HR staff advised the council that limiting overtime without reviewing underlying labor agreements and HR processes could create legal exposure and grievances.

The council ultimately approved the resolution as presented by roll call (one no vote recorded). Resident Jeanie O’Loughlin and other public speakers also flagged inconsistencies in agenda numbering for the resolution and expressed deep concern about the city’s cash flow and master fee schedule, urging an independent review of fees and long‑term structural changes.

The resolution passed by council vote; staff and the city attorney said they would examine implementation questions, union constraints and possible administrative steps to address overtime and provide more detailed budget and cash‑flow information to the council.
