Facilities management reports progress on Expo arena, justice campus, administration building and juvenile expansion

Williamson County facilities management provided a midyear project update Tuesday covering multiple capital projects, including the Expo West Arena, Justice Complex upgrades, juvenile justice expansion and the new administration building.
Dale Butler, senior director of facilities management, summarized recently completed and in-progress work. He showed construction photos and timelines for several projects: the Expo West Arena drive and finishing work, Justice Complex roof replacement and jail elevator and gym upgrades, juvenile justice center foundation and courtroom additions, Berry Springs Park improvements and the county administration building exterior and interior progress.
Butler said the Expo West Arena contractor’s substantial completion date is set after the county fair and rodeo but that the contractor’s contract date is in November; the county expects that drive and arena improvements will support upcoming events. On the juvenile justice expansion, Butler said foundation and interior work is under way and that the new courtroom foundation is in place; he estimated substantial completion for the juvenile courtroom package in December 2026.
On the administration building, Butler described limestone exterior work, storefront windows being installed and interior drywall progress; he noted the building includes a three-lane tax office drive-through and trail/sidewalk connections to Southwestern Boulevard. “Contract time is the end of 2026. So December 2026 is substantial completion,” Butler said of the juvenile courtroom package and associated work.
Commissioners asked scheduling and coordination questions about road and sidewalk tie-ins with the City of Georgetown and about plans for exterior balcony furniture and public space amenities; Butler said those features are included in final design and will be addressed during finish phases.
Ending: Commissioners thanked facilities staff for the update and for emergency work performed during the recent flood response; staff said they will continue quarterly updates and provide scheduling details as projects near major milestones.
