Council scales back joint city‑school committee to informal staff‑level collaboration

The Pacific Grove City Council voted unanimously July 16 to change how the city coordinates with the Pacific Grove Unified School District. Council approved staff recommendations to have the mayor and mayor pro tem represent the city for the remainder of 2025 and to move to a less formal, staff‑driven meeting structure beginning in 2026.
City staff described two problems with the earlier approach: difficulty scheduling formal joint meetings between two elected boards and the tendency for those meetings to follow strict Brown Act‑style formats, which staff said inhibited informal problem‑solving. City Manager Matthew Mogensen told the council staff and school district members had held two joint meetings in 2024 and that an informal quarterly meeting of staff and the mayor/chair would better facilitate ongoing collaboration on shared issues, such as facilities, traffic and campus safety.
Under the new approach, the standing joint committee would be replaced with simpler quarterly staff meetings attended by the mayor, the school board chair, and relevant staff including the superintendent, public works director and police as needed. Staff will bring significant policy matters back to the full council and school board for formal consideration.
Several council members welcomed the change as more efficient. Councilmember McDonald said the informal structure would allow staff to “keep building momentum” on common issues and to report back to elected bodies when needed. The motion passed unanimously.
