County to prepare findings after hearing on Petersons’ conditional use permit for seasonal cabin and counseling clinic

The Lincoln County Board opened and closed a public hearing on an application by Tracy and Joyce Peterson for a conditional use permit to construct a seasonal guest cabin to be used part‑time as an on‑site counseling clinic at 15499 South Snell Canyon Road.
Judy Clark, the county planning administrator, told commissioners the planning commission unanimously recommended approval on July 8, 2025, and staff recommended no additional conditions. Clark said the applicant has applied for the required home‑occupation permit for counseling services and the property is large (63.97 acres), which staff said should limit impacts on neighboring properties.
Applicant Joyce Peterson addressed the board and described plans to use the guest cabin for marriage counseling and family stays. “They can come and stay Monday through Friday, and I’ll provide the counseling during the day,” Peterson told the board, adding that overnight guests would have their own space for quiet and reflection.
The board discussed how a conditional use permit follows the property and would limit future owners to the approved use, and commissioners asked staff to draft formal written findings of fact that must accompany issuance of a conditional use permit. Planning staff said she would prepare a resolution with findings for the board’s signature at next week’s meeting that will reflect the record, the planning commission resolution and the board’s discussion.
