The Salem Urban Renewal Agency held a public hearing to receive testimony on the recommended fiscal year 2026 Salem Urban Renewal Agency (URA) budget. Budget Manager Kelly Leinenbach presented the URA budget, explained the URA is supported through an intergovernmental agreement with the City of Salem, and noted the budget committee set property tax levies and recommended the URA budget for city council adoption earlier in the process.
Leinenbach said the required public hearing notice was published in the Salem Reporter on May 30 and recommended the board direct staff to return on June 23 with a resolution to adopt the budget committee–recommended FY26 URA budget. There was no public testimony. CFO Josh Eggleston answered a question from a board member about whether the URA budget would capture administrative costs that could offset general fund expenses; Eggleston said staff have been working on a staffing model and expect to capture administrative costs more fully when the budget returns on June 23.
Action taken Board member Nishioka moved to direct staff to return on June 23 with a resolution to adopt the budget committee recommended FY26 URA budget with amendments; the motion passed on a roll-call vote.
