SACWA says coastal treatment‑plant master planning and RFP process to finish in six months

The South Orange County Wastewater Authority (SACWA) provided a brief update to the Laguna Beach City Council on the status of a master‑planning, scoping and request‑for‑proposals process for the coastal treatment plant.
Amber Boone (recorded in transcript as Amber Baylor), the SACWA acting general manager, said the agency completed a major reorganization last December and that the master‑planning and RFP work to reimagine the coastal treatment plant is underway and is expected to conclude in roughly six months. She thanked council members and city staff for engagement in the process and identified council member Bob Whelan and Assistant City Manager Curran for particularly close coordination.
Council members thanked SACWA for moving the planning process forward; staff said the goal is to reduce ocean impacts and increase recycled water opportunities. No formal council action was requested or taken at the presentation beyond the update and the council’s thanks.
