Klamath County OKs public-health IGA amendments, Outback Strong grant and trauma-summit facility use

Klamath County commissioners on Jan. 7 approved multiple Public Health items, including two amendments to Intergovernmental Agreement (IGA) 180017 with the Oregon Health Authority, a subcontract with Outback Strong for overdose-prevention work, and a facility rental for a trauma-informed-care summit.
Public Health presented amendment 12 to IGA 180017, which removes $175,410.97 in unspent fiscal-year-2024 funds from certain program lines; the department said $158,992.20 of that amount would be rolled forward into fiscal year 2025 by a future agreement. Commissioners approved the amendment.
Amendment 13 likewise removes $329,055.35 in unspent fiscal-year-2024 COVID-vaccine funding from subdepartment accounts and enrolls the same amount into fiscal year 2025. The board approved amendment 13; the department said the net fiscal effect for the county is zero because the funds are being transferred between fiscal years.
Separately, the board approved a subcontract with Outback Strong (Lake County) to continue regional overdose-prevention programming under an existing shared work plan. The county will distribute $23,733 to Outback Strong; the agreement runs through Aug. 30, 2025, unless additional funds arrive.
Public Health also requested and received approval for a facility-use agreement between the Klamath County Local Alcohol and Drug Planning Committee and the Ross Ragland Theater to host an "Understanding Trauma" summit on April 2. Total rental and staffing costs are $3,194 plus a $500 refundable deposit, for a total of $3,694; the department said the cost is within the approved LADPC budget.
Commissioners moved, seconded and approved each item by voice vote. Department staff said the amendments are routine fiscal adjustments that align state-administered awards with federal fiscal-year timing and that program work plans remain unchanged.
