The Cody City Council approved a master professional services agreement and task order with West Plains Engineering Inc. to perform an electric coordination study, system modeling and an arc‑flash study for the city’s electrical distribution system.
Philip Bowman presented the item and said the city used a qualifications‑based selection process and ranked West Plains first among four firms. The proposed task order (task order No. 1) includes distribution system modeling, coordination studies and an arc‑flash analysis with a total not-to-exceed fee of $129,000 billed on a time-and-materials basis.
Bowman said the city budgeted $350,000 in the FY 2025 budget for electric coordination and substation work; the West Plains scope fits within that funding. The arc‑flash component was added based on West Plains’ recommendation and staff support.
Council member MacIsaac moved to approve the master agreement and task order; Council member Lang seconded. The council approved the item by voice vote.
Bowman said the study will produce modeling and recommendations for protective device coordination and worker safety analysis; staff will return with outcomes and any follow-up budget or construction needs.
