Cody council approves engineering contracts, moves forward on Tree Streets waterline work and PRV upgrades

The Cody City Council approved a series of engineering agreements and construction actions aimed at upgrading the city’s water distribution system, including a design task order for pressure reducing valves and work advancing the Tree Streets waterline replacement project.
Philip Bowman, the council’s staff reference for water projects, outlined a not-to-exceed $101,413 task order (task order No. 1) with Ardura for preliminary design and hydraulic modeling of up to six pressure reducing valves identified in the city’s 2021 water master plan. Bowman said the city included a scope greater than expected in its state revolving fund (SRF) loan application to provide flexibility during design.
Bowman also told the council the PRV project is funded through a $2,000,000 SRF loan; he said up to $500,000 of that amount could be eligible for principal forgiveness and the remaining balance would be repayable over 20 years at an interest rate he identified as about 2.5 percent. He said the city will pay contractor invoices and seek SRF reimbursement during the project.
On the multi‑year Tree Streets waterline replacement, the council approved two task orders (task order No. 3 and task order No. 4) with Engineering Associates to cover remaining construction support services. Bowman said the combined remaining scope for EA is “about $454,000 or a little bit more,” and that EA credited earlier task order fees against the new task orders.
Bowman also reported that the council received one bid for phase 2 of the Tree Streets project, submitted by Wilson Brothers Construction (the same contractor that performed phase 1). The council awarded bid No. 24-2024-11 to Wilson Brothers; the transcript records the firm as the lone bidder and the recommendation from Engineering Associates, but does not state the phase 2 construction contract’s dollar amount in the meeting record. Bowman noted the phase 1 contract currently stands at about $2,800,000.
Actions on these items passed by voice vote. Council member Sri moved to approve the Ardura task order; Council member Lang seconded and the motion carried. Council approved the Engineering Associates task orders on a separate motion moved by Council member Sweat and seconded by Council member McGuysek. Council later approved awarding the phase 2 construction bid to Wilson Brothers on a motion by Council member Lang, seconded by Council member Centenary.
Bowman said the city will monitor bidding outcomes and may request to allocate more of the SRF loan toward construction if favorable bids are received.
