The Rathdrum City Council authorized a set of professional services agreements to advance design work for the new City Hall campus, approving civil engineering, park architecture and geotechnical investigations.
City Engineer Kevin described separate contracts: a civil-design agreement with JUB Engineers to provide project management, internal roadway design, utility extensions, site grading and civil work for both the City Hall building and the adjacent park; a professional services agreement with Architects West for landscape architecture, needs and wants assessment, park construction plans and limited construction administration; and a geotechnical services agreement with All West to complete subsurface testing and a soils report to inform foundation and parking-lot design.
Funding and scope: Kevin told council the park work in the JUB and Architects West agreements will be paid from parks impact fees and the contracts segregate funds between the City Hall project and park work. He said synchronization of grading and utility work between the City Hall site and the adjoining park could reduce hauling and material costs. Regarding the Architects West agreement, Kevin said the contract would not draw on the City Hall budget; "these monies are coming exclusively from parks impact fees," he said.
Council action: Motions to authorize the mayor to execute the contracts with JUB Engineers and Architects West passed on voice and roll-call votes. Later, the council also approved a contract with All West for geotechnical evaluation ahead of foundation design for the new building. Each motion carried after discussion and a roll-call vote.
