The Bonner County Board approved Resolution No. 25-07 authorizing the Road and Bridge Department to post seasonal restrictions (size, weight and hauling limits) on county roads during the spring breakup period, consistent with Idaho Code (frost laws) and customary practice.
Road and Bridge Director Jason Toth explained the recurring annual request: the department monitors temperatures, moisture and road conditions and will implement restrictions as needed to minimize damage during spring thaw. He told the commissioners the measure is a standard annual authorization to give staff the ability to post limits when conditions warrant.
Members of the public asked whether the frost-law authority is a state law; staff confirmed it is part of Idaho code and explained that Idaho Transportation Department (ITD) enforces weight limits and may be called in to weigh vehicles and issue citations if necessary. Road and Bridge noted enforcement typically requires a DOT scale and coordination with law enforcement.
Commissioners approved the resolution and were told enforcement often relies on coordination with Idaho DOT and the sheriff’s office; revenue from any fines would go to the state, not the county, while the county bears repair costs if overweight trucks damage roads.
