Council awards joint MWBE disparity study contract to Miller 3 Consulting

Greenville City Council on Thursday approved a contract to hire Miller 3 Consulting to conduct a joint MWBE disparity study for the City of Greenville and the Greenville Utilities Commission (GUC).
Neighborhood and business services staff said the study will cost $460,098 and that GUC will contribute $100,000 of the total. The firm was selected after a request-for-proposals process that drew six submissions and interviews with three finalists; a six-member evaluation team recommended Miller 3 Consulting as the best-qualified firm.
Tish Williams, business development manager, said the study will include data collection and assessment, community engagement, quantitative disparity analysis and final findings and recommendations. Miller 3’s CEO, Dave Miller, told council the firm has a long history of conducting disparity studies and that the work typically includes both quantitative and qualitative methods and community interviews.
Staff recommended and council approved the contract so the project can begin next month and proceed on an estimated 18-month timeline. Council asked staff to provide periodic updates and to return with recommended policy steps if the study identifies gaps in procurement participation or systemic barriers.
