Cass County approves MOU with Mid-America Regional Council for off-site vaccinations for aging and disabled residents

The Cass County Commission on Dec. 11 approved Resolution 24-99, authorizing a memorandum of understanding with the Mid-America Regional Council to support aging- and disability-focused off-site vaccination events. The measure passed on a 2-1 vote.
The agreement allows Cass County Health Department staff to be reimbursed through the regional council for vaccination events held in small towns and communities. “This was an opportunity to support some off-site vaccination efforts aimed at better serving aging and disabled populations,” Health Department staff member Sarah said during the meeting. She told commissioners the county had already held events in Drexel, Belton (spelled in the transcript as “Bellman”) and Harrisonville and could now be reimbursed for them.
County staff reported they ran two events in Drexel, one in Belton and one in Harrisonville, during which they saw 30 individuals and administered 41 vaccines. Sarah said the events were particularly useful after a local pharmacy in Drexel closed and transportation and distance became barriers for residents who previously relied on that pharmacy for seasonal shots.
The Health Department said the clinics provided multiple vaccine types, including influenza, COVID-19, Tdap and shingles vaccinations.
One commissioner opposed the MOU, saying he personally preferred the county move away from administering COVID-19 vaccinations. “I’m gonna be a no on this one. I think you do a great job of what you do, Sarah… We just like to see Cass County move away from giving out the COVID shot,” the commissioner said. The meeting record does not identify that commissioner by name.
The MOU will permit reimbursement for events already completed and for future off-site clinics under the Mid-America Regional Council’s aging and disability vaccination collaborative. The commission did not specify implementation dates beyond approving the memorandum and did not attach additional budget amounts during the session.
The commission opened and closed public comment without additional remarks on this item and moved on to other business. The next commission meeting is scheduled for Wednesday, Dec. 18, according to remarks at adjournment.
