Planning commission tables temporary accessory-dwelling application form pending ordinance edits

The Planning and Land Use Commission in San Jacinto Valley on June 5 voted to table a proposal to add a new temporary accessory-dwelling application form while staff prepares suggested amendments to ordinance 85-3.
Commissioners said the immediate change under consideration is not the form itself but an ordinance tweak to remove single-wide mobile homes as an option for temporary accessory dwellings for caregiver or medical uses and to require the same physical standards as temporary dwellings. Colleen Thompson, the town's building-permit agent, told the commission she wanted to "eliminate that completely and make tabs be the same requirements physically as a temporary dwelling." Thompson said the change would preserve the existing medical documentation requirement that accompanies the temporary use.
During discussion, some commissioners raised practical concerns about foundations and tie-downs for manufactured units. One commissioner, identified in the record as Jeff, cautioned that if the code forbids a permanent foundation while an installer uses blocking and tie-downs, the town could create a hazardous situation: "If it does say that, then that needs to go away because you don't allow somebody to live in a mobile home that doesn't have that property," he said.
To allow staff time to frame the ordinance changes and bring a draft application back for review, a motion to table the form was made and carried. The roll-call vote on the motion recorded five ayes (Janie; Jeff; Dorje; Marie; Brian); no nays were recorded. The commission instructed staff to return the item at the next regular meeting with proposed language revisions and a suggested application form placement on the list of land-use forms in agenda item 7.
The commission also clarified that the pending ordinance edits would be bundled with other small corrections to 85-3 so they could be considered together, rather than in piecemeal motions.
The tabling preserves the current interim process for temporary accessory dwellings until the commission reviews the proposed ordinance language and application form at a later meeting.
