The Prattville City Council on Tuesday passed an ordinance aligning municipal sales and use tax treatment with the state’s severe‑weather preparedness sales tax holiday and approved multiple resolutions ranging from nuisance abatements to engineering agreements and equipment purchases.
Sales tax holiday: The council unanimously adopted an ordinance exempting covered items from municipal sales and use tax during the state severe‑weather preparedness sales tax holiday beginning 12:01 a.m. Friday, Feb. 20, 2026 and ending 11:59 p.m. Sunday, Feb. 22, 2026. The ordinance cites Act 2012‑256 (Alabama Legislature) and directs the city clerk to certify and forward the ordinance to the Alabama Department of Revenue for posting.
Votes at a glance (selected items): - Consent agenda: The council created and adopted a consent agenda that bundled multiple nuisance and abatement resolutions (items listed below) and two surplus actions for city departments. The consent agenda was adopted by a hand/voice vote. - Resolution 2 (North Highland Park improvements): Awarded to David Bulger Inc. (see separate article). Adopted. - Resolution 3: Authorized purchase of four Ferno Power‑X2 stretchers through Sourcewell contract 041823‑FNO at a gross cost of $230,815.60, net city cost $197,915.60 after trade‑in credits. Adopted. - Resolution 4: Authorized the mayor to enter an agreement with Civil Southeast LLC for engineering services for Bowen Way roadway improvements, cost not to exceed $242,000. Adopted. - Resolution 5: Authorized conveyance of a permanent limited easement to James Hardie Building Products for signage near South Park Lane and Sid Thompson Drive. Because the resolution is permanent in nature, the council suspended rules by roll call before voting and then adopted the easement resolution. - Resolution 6: Authorized a construction agreement with the Alabama Department of Transportation for TAP project TAPMNTA26935 (CPMS ref. 100080871) for sidewalk installation at several streets; total project not to exceed $250,000; net cost to city not to exceed $50,000. Adopted. - Resolution 7: Authorized agreement with Jackson Thornton & Company, P.C., for a wastewater revenue requirements/cost of service rate study at a cost not to exceed $30,900. Adopted. - Resolution 8: Authorized Civil Southeast LLC to provide engineering services for the TAP sidewalk project at a cost not to exceed $29,500. Adopted. - Resolution 9: Authorized purchase of one Toro SprayMaster from Live Oak Outdoors LLC doing business as Prattville Outdoors at a cost not to exceed $20,995.17. Adopted.
Public‑safety and equipment purchases: The purchase of four Ferno stretcher units was introduced by Councilor Whaley; staff told the council trade‑in credits reduce the net city outlay. The purchase was budgeted and the mayor was authorized to execute necessary documents.
Nuisance abatements and property actions (consent agenda items): Multiple addresses were named in consent agenda resolutions authorizing abatement of overgrown grass, weeds, garbage and rubbish pursuant to Chapter 46 of the Prattville Code of Ordinances (addresses appear in the meeting packet and were read into the record). The council adopted the consent agenda and then the consent agenda was approved.
Procedure and next steps: Several items required suspension of rules (for example, the sales tax ordinance and the permanent easement) and the council used roll calls where required. For contracts and purchases staff were authorized to execute documents and proceed with procurement per the contracts and cooperative purchasing arrangements referenced in the backup documentation.
Ending: The council concluded the regular agenda after adopting the items above and moved to public comment and closing remarks.
