Two members of the public addressed the council during public comment on Oct. 27.

Stephanie Vincent, who said her address is a Post Office Box in Balch Springs, asked the council to review Saturday hours at the Balch Springs Library because the library’s Saturday closure creates hardship for working families, students and seniors who rely on computers and programs. She also reported recurring parking and inoperable-vehicle issues in the Canyon Ridge subdivision off BeltLine and asked for stronger code-enforcement follow-up, saying some vehicles have remained on streets for years. Finally, she requested the city examine more durable pavement or repair materials at subdivision entrances, saying temporary composite patching deteriorates quickly and creates hazards for drivers and cyclists.

Gwendolyn Gardner addressed the council to apologize publicly for how she previously raised a neighborhood concern and said she had since taken the matter to her district representative; she expressed appreciation for the representative’s assistance and for volunteer service in the community.

City staff did not respond with immediate commitments during public comment; councilmembers acknowledged receipt of the concerns. The matters raised touch on library operations, code enforcement priorities and street maintenance scheduling and materials, each of which the council or staff may consider in future agenda items or service-delivery reviews.
