The St. Helena Planning Commission on May 20 approved a temporary use permit allowing the Andrea Bocelli weekend event at Charles Krug winery, 2800 Main Street, to be held June 21—6/22, 2025, after staff said the applicant submitted a detailed operations plan and obtained key traffic-control approvals.
Director of Community Development Caroline DeRosa told commissioners the proposal included a comprehensive operations plan covering parking, shuttle zones, production and security, a CHP-approved traffic-management plan and a conditional requirement that the sponsor reimburse police staffing costs related to the event. Staff said the event would be ticketed, with approximately 4,562 guests and about 484 event staff on performance days; a substantial portion of attendees are expected to arrive via shuttle.
DeRosa said Napa County and California Highway Patrol reviewed the traffic plans, and staff required the operator to secure any necessary permits and to provide public-safety and first-aid staffing. "We wanted to make sure before they submitted they knew right off the bat what was needed," DeRosa said, and reported that CHP has approved the traffic-management plan for the county right-of-way.
Commissioners noted the venues history of hosting large events and the applicants prior experience. No neighborhood speakers appeared in opposition at the commission meeting, and staff said the operations plan includes pedestrian and bicycle safety measures for the Vine Trail.
Commissioner Furdick moved to adopt staffs recommendation and to approve the attached resolution; Commissioner Lopez seconded. Secretary Gomera recorded the roll: Vice Chair Warner: yes; Commissioner Furdick: yes; Commissioner Lopez: yes; Chair Ponte: yes. The motion passed unanimously.
The resolution adopts the TUP subject to conditions including final review of the operations plan, proof of permits and evidence of coordination with CHP and city departments, payment for police staffing hours, and standard building/fire inspections. Staff will upload the applicants final operations plan and attachments to the agenda file as part of the public record.
