Tehachapi staff reports Measure S paving completed and outlines summer projects
Summary
City staff presented a notice of completion for the Measure S 2024–25 pavement rehabilitation project and described an extensive Measure S and grant-funded paving program planned for this summer, including alley work, Denison repaving and multiple north-side street reconstructions.
City staff told the Tehachapi City Council that the Measure S 2024–25 pavement rehabilitation project is complete and recommended recording a notice of completion. Staff reviewed areas repaved, including marked streets and downtown alleys, and invited councilor feedback on results.
Staff described a multi-pronged approach to pavement work planned for the summer and beyond: repaving Denison (including areas in front of the event center), Denison between Tehachapi Boulevard and Georgia Street, reconstruction of multiple streets north of the railroad (H, I, J streets and several north-side blocks), finishing remaining downtown alleys and additional slurry seal work funded through SP-1 preventive maintenance funds and RSTP grant funds for segments of Valley Boulevard. Staff emphasized that Measure S funds have enabled a multi-year program that will touch most streets in the city over successive years.
Councilors and staff also discussed community outreach and signage: staff said the city uses digital outreach (videos, social media and a podcast) to inform residents about projects and will evaluate temporary message boards or sandwich signs to indicate Measure S-funded work during active construction. The council took the pavement notice of completion as an information item; earlier, council had approved the underlying contract(s) and staff reported successful final inspections.
