Summary
The city awarded a $139,752 construction contract for a small addition to the BK Theater and authorized change orders up to 20 percent; staff said the total budget across design, environmental and construction administration will need a midyear adjustment of roughly $40,000 to cover the full scope.

The Tehachapi City Council voted 4-0 to award the BK Theater addition project to local bidder GoJRM Construction and authorized staff to approve change orders up to a maximum of 20 percent of the contract value.
Staff described the project as a small rear addition to the Ashby Community Theater Association’s BK Theater at 110 South Green Street that will create dressing rooms and storage. The city will provide the shell and the theater association will handle interior fit-out. The low responsive bid from GoJRM Construction for the construction portion was $139,752. Staff said the council’s current total project budget (covering design, environmental review, construction and city construction administration) would be insufficient to cover the bid plus associated costs and that the budget will be increased during the midyear budget adjustment by roughly $40,000 to cover full project costs (staff estimated a total budget need of approximately $182,600).
Councilors discussed sequencing the construction with the theater company’s performance schedule and noted the city will coordinate the timing and final budget adjustments. The motion to award the contract carried on a 4-0 roll-call vote.
