Cobb County opens eight bids for roads, E-911 center, facilities and park turf projects

Cobb County Procurement Services opened eight bids on Oct. 23 on behalf of the Cobb County Board of Commissioners, announcing vendors and preliminary bid amounts for projects that include Transportation Management Center upgrades, Holly Springs Road improvements, an E‑911 emergency communications center, roof work at Powder Springs Station, restroom renovations at the Magistrate Court, a new fire training facility, backflow-preventer testing for the Water Department and conversion of Wallace Park baseball infields to synthetic turf.
Procurement Services staff read vendor names and, where applicable, lump-sum bids. Several transportation and public-works projects drew multiple bids exceeding $1 million. Procurement staff said the posted figures are preliminary and that awards are subject to the county’s procurement review and subsequent approval by the Board of Commissioners.
Key bids announced included B2583 (Transportation Management Center upgrades, GDOT plan no. 0019781) with submissions from AVI Systems Inc. (doing business as Forte), Bidding Construction Company, ASW and Osprey Management. For B2313 (Holly Springs Road at Sandy Plains Road) the county read five dollar bids: Azmuth Contractors LLC — $1,367,887.52; Bartow Pave and Company Inc. — $1,492,703.22; Summit Construction and Development — $1,403,575.57; Acceler Construction LLC — $1,464,001.00; and JHC Corporation — $2,035,589.50.
Facilities and other public-works bids included: Magistrate Court restroom renovation (bid no. 256929) — WE Contracting Company, $175,492.34; Binning Construction, $230,507.00. Roof replacement at Powder Springs Station (bid no. 265939) had four bids: S Edwards LLC — $604,380.00; Riker's Construction LLC — $1,067,340.00; Owens Roofing Inc. — $1,332,232.00; and Alpha Roofing Systems (doing business as ACR Commercial Roofing) — $1,420,000.00.
The county read firms proposing professional design or design-build services without dollar amounts for several requests for proposals: the new E‑911 emergency communications center (bid no. 266936) received submissions from CPL Architects; Croft & Associates; Goodwin Mills Cawood; Jericho Design Group LLC; POH + W Architects; The Beck Group; and Wold Architects & Engineers. The design-build services for a new fire training facility (bid no. 266935) drew bids from Albion General Contractors Inc.; Binning Construction; Catamount Constructors Inc.; Envision Construction LLC; Hogan Construction Group LLC; and John W. Spratlin & Son LLC.
Other project bids read included backflow-preventer testing, inspection and repairs for the Water Department (bid no. 266933) with submissions from Art Plumbing Company; KEG Plumbing & Mechanical Inc.; Kilometers Davis Contracting Co. Inc.; and Maxair Mechanical LLC. The Wallace Park conversion of baseball infields to synthetic turf listed four base bids: Capital Sports Construction Inc. — $592,050.00; Advanced Sports Group — $655,651.00; Sports Turf Co. Inc. — $706,623.00; and Sportsfield Inc. — $729,387.00.
Procurement staff announced that the next regular bid opening is scheduled for Nov. 13, 2025, at 2:00 p.m., and that preliminary bid results and awards, once approved, will be posted on the county’s procurement portal and website (www.cobbcounty.gov/procurement-services).
